A steady current is set up in a metallic wire of a non-uniform cross-section. How is the rate of flow of electrons (R) related to the area of the cross-section

Solution
Electric Current is defined as rate of flow of charges hence it is proportional to rate of flow of electrons.
By Kirchhoff's current/Junction law, the wire is not storing or producing any charge, hence current coming in equals the current going out at any point of the wire irrespective of its cross section area.
