$I = 0.5 A, V = 12 V, r = 1 Ω$

Resistance of the charger, $R = \frac{V}{1}$

$R = \frac{12.5}{0.5} = 25 Ω$
Now,
$E = I R = (\frac{V}{R + r}) R$

$E = (\frac{12.5}{25 + 1}) \times (25) = 0.18 \times 25 = 12 V$
