Than the no. of another type of magazine having cost $\$0.40=100-x$

Then according to the question

$\Rightarrow 0.25\left(x\right)+0.40(100-x)=28$

$\Rightarrow 0.25x+40-0.40x=28$

$\Rightarrow 0.25x-0.40x=28-40$

$\Rightarrow -0.15x=-12$

$\Rightarrow x=\frac{12}{0.15}=80$

Then he sell $80$ magazine of one type having cost $0.25$.
