Given, the mass of block (m)=1 kg
Length of string (l)=2 m
Tmax=200 N

As we know that, tension provides necessary centripetal force.

Tmax=mv2maxl

v2max=Tmax×lm

vmax=Tmax×lm=200×21=400=20 m/s
