Maximum speed of swimmer w.r.t ground = 6 + 3= 9 km/hr.
Minimum speed of swimmer = 6 - 3 = 3 km/hr.
Minimum time require to cross river = 16 hr = 10 minutes.
Displacement can never be less than width of river which is 1 km.
