We know,
Range will be maximum when $h=\frac{H}{2}$
$\therefore h=\frac{8}{2}\text{m}=4\text{m}$

Velocity of efflux $=\sqrt{2gh}$
$=\sqrt{2\times 4\times g}$
$=2\sqrt{2g}\text{m/s}$
