speed of man running on the train = 12km/hr
speed of police car = 80km/hr

Speed of man with reference to ground = speed of train with referene to ground + speed of man with refernce to train
= 60 + 12 = 72km/hr

Speed of man with respect to car = speed of man with respect to ground - speed of police with respect to ground
= 72km/hr - 80km/hr = -8km/hr
