Given that,

Amount of tea bought at Rs $15$/kg $=70$ kg

Amount of tea bought at Rs $18.50$/kg $=30$ kg

$\therefore$ Total cost price of tea $=15\times 70+18.5\times 30=$ Rs $1605$

Packing cost $=2\%$ of $1605=$ Rs $32.1$

Net cost price $=1637.1$

Trader wants to make a $15\%$ profit,

$\Rightarrow$ Selling price $=\frac{115}{100}\times 1637.1=$ Rs $1882.66$

Total weight of mixture $=70+30=100$ kg

$\therefore$ He must sell the mixture for $\frac{1882.6}{100}=$ Rs $18.82$ per kg
