According to the question

v2v1=0.5

or μrεr=4 ...(1)
Also reflection coefficient

T=η2η1η2+η1=μrεr1μrεr+1=0.125

or μrεr=1.653 ....(2)

from (1) and (2)
μr=2.571 and εr=1.555
μ=μ0μr=32.31×107H/m and 13.76×1012F/m
