(a) Cu exhibits +1 oxidation state most frequently as it electronic configuration is [Ar]3d104s1 and of Cu+ is [Ar]3d10 which is stable pseudo-inert gas configuration that is why it shows +1 oxidation state.
(b) These ions which have unpaired electrons shows colour in aqueous solution:
Sc+3=0 unpaired electron
V3+=2 unpaired electron
Ti+4=0 unpaired electron
Mn+2=2 unpaired electron
