(a) Why does temperature in Mumbai and Chennai not fall as low as it does in Delhi?

(a) Since Mumbai and Chennai are nearer to water bodies, due to the high specific heat capacity of water, the presence of a large amount of water is able to modify the climate of the nearby land areas, making them warmer in winter and cooler in summer. Land and sea breeze is also set up because of this great moderating property of water.
The temperature in Mumbai does not get much low as its temperature is located by land n sea breezes and since Mumbai is on the coast it experiences maritime influence from the sea while Delhi is in the interior of India away from sea..so it experiences continental climate n temperature thus falls much lower than Mumbai.
(b) The properties of water responsible for controlling the temperature of our body are:
i) High specific heat
ii) High heat of vaporization
Water has the highest specific heat of any common substance, 1 calorie/gm °C = 4.186 J/gm °C. This provides stability of temperature of the human body, makes it to resists temperature changes when it absorbs or releases heat. Even if sudden external temperature changes occur, the internal biological conditions are kept stable in organisms which contain enough water. The high heat of vaporization of water makes it an effective coolant for the human body via evaporation of perspiration, extending the range of temperatures in which humans can exist.
