$R_{1}$ is cut into $5$ pieces. Resistance if each piece $= \frac{R_{1}}{5}$

When connected in parallel net resistance unit be $\frac{R_{1}}{\frac{5}{5}}$
$\Rightarrow R_{2} = \frac{R_{1}}{25}$
Now, $\frac{R - 1}{R_{2}} = \frac{R_{1}}{\frac{R_{1}}{25}} = 25$
Hence, the answer is $25.$
