(a) Gauss' law in the from of Maxwell equation is written as

(b) The speed of light in vacuum is given as $c = \frac{1}{\sqrt{μ_{0} ϵ_{0}}}$
Hence the value of given expression is $c = 3 \times 10^{8} m / s$ .
