In sentence (A), the author makes the assumption that the entire world seem to see it that way. The author cannot factually claim that. it is just an assumption which comes under Judgement. In sentence (B) the author makes a fact that two million or more is walking. Even if the numbers quoted are wrong, the statement remains a FACT as it can be verified. Statement(C) again makes a presumption that all will do so in the same spirit. This is judgment as author cannot speak for everyone. In statement (D), the author makes an argument that Mr Obama carries with him the hope of the planet. What is in the mind of Mr Obama is just known to him only. Hence it is a Judgment.
