The refractive index of a medium for a light of given wavelength is the ratio of the speed of light in vacuum to its speed in that medium.

Refractive index = speed of light in vacuum / speed of light in medium

So, as we know that the maximum speed of light, is its speed in vacuum.so, the above ratio will be always greater than 1.
