According to my textbook Air is a homogeneous mixtur. Why?

Heterogenous mixtures will have two or more phases which will be visible to naked eye.
Air is a mixture of different elements which are not visible to our eye like oxygen, nitrogen etc.
So it is considered as a homogenous mixture.
But when air contains dust or sand particles, it may also be referred to as heterogenous but in normal case it considered as homogenous mixture.
