As per traditional classification of accounts, outstanding expenses are treated as representative personal accounts. These accounts act as representative of certain person (s).
Accordingly, while accounting for say, rent outstanding, Rent Account being nominal account is debited (expenses/losses are debited) and Outstanding Rent Account is credited as per rule of credit the giver.
