Western Ghats Ecology Expert Panel (WGEEP) headed by Madhav Gadgil was formed by MoEF in 2010 to study the impact of population pressure, climate change and development activities on the Western Ghats.
Its main recommendations:
Turn entire Western Ghats region into an Ecologically Sensitive Area (ESA)
This area should be divided into three Ecological Sensitive Zones (ESZ) viz. ESZ-1, ESZ-2 and ESZ-3, with varying degrees of protection. These are outside the existing protected areas. Phasing out of mining from ESZ-1 by 2015. ESZ-1 being of high priority, almost all developmental activities (mining, thermal power plants etc) should be restricted in it.
Continuation of existing mining in ESZ-2 under strict regulation with an effective system of social audit. In ESA-1 and ESA-2, no new red and orange category industries should be established.
The panel recommended a National-level authority, Western Ghats Ecology Authority (WGEA).
Complete ban on mining, quarrying and sand mining in ESA.
The Gadgil committee report was criticized for being inconsistent with developmental needs.
The Kasturirangan committee report has sought to balance the two concerns of development and environment protection. The Kasturirangan report seeks to bring just 37% of the Western Ghats under the Ecologically Sensitive Area (ESA) zones — down from the 64% suggested by the Gadgil report.
