1.Acids like acetic acid (CH3COOH) dissociates partially or incompletely, releasing only some of its hydrogen atoms into the solution. Thus, it is less capable at donating protons.
So they are considered as weak acids.

2.Ammonium hydroxide partially dissociates in the water to OH ions and NH3 molecule is not stable in the water. That's why ammonium hydroxide is a weak base.
