Acetic acid is a weak acid and its salt sodium acetate is a strong electrolyte. Buffer is a mixture of weak acid and its salt or weak base and its salt. Thus acetic acid and sodium acetate acts as a buffer. Since its an acidic part, its called acid buffer.
