Solution

The correct option is C its bond energy is high
Antimarkownikoff's addition takes place in the presence of H2O2 and the formation of free radicals take place. But in case of HCl, the HCl bond has very high energy and large amount of energy is required for the formation of H and Cl free radicals, hence the reaction is endothermic. Such large amount of energy is not available and formation of free radicals does not take place.
