While holding ice in your hands for a while, there is a heat transfer from your hand to the ice. As a result, your hand would feel cold. Now, if you put your hand in water at normal temperature, your hand would feel hotter as it is now in contact with water which is at a higher temperature than that of your hands causing the heat to flow from water to your hand.
