While holding ice in hands for a while, there is a heat transfer from the hand to the ice. As a result, the hands would feel cold. Since the heat is transferred from hand to ice, the temperature of the hand decreases let us assume around 10C. Now, if the hand is put in water at room temperature (around 25 C), it would feel hotter as it is now in contact with water which is at a higher temperature.
