To round off a number to the nearest hundred we find the multiple of 100 which is closest to the number.
Now, when the numbers 429, 370, 439 and 361 are rounded off to the nearest hundred we get 400.
But,
429 - 400 = 29,
400 - 370 = 30,
439 - 400 = 39 and
400 - 361 = 39.
Hence, the only number whose value was decreased by 29 after rounding off to 400 is 429.
