Air, when considered in its gaseous form contains different proportions of other gases like oxygen, nitrogen etc., along with humidity and water vapour. All these components are not in fixed proportions, so air cannot be a mixture.

A pure substance is one which has the same chemical composition in all its phases. For example, the chemical composition of water is H2O whether as ice, as water or as steam/vapour. Hydrogen & Oxygen are in a constant ratio.
