The correct option is C 17
Recognize the variables : l and s
Decipher the relation b/w the variables :
1.
Long sleeved is one more than twice the number of short sleeved shirts : l = 1 + 2s , which can be re-written as l - 2s = 1.....(i)
2. He has total of 40 shirts : l + s = 40.......(ii)
Now, that you have two equations, solve them using elimination method (or even substituiton method )to get the required values.
Subtracting equation (i) from equation (ii), we get
3s = 39

Therefore l = 27, s = 13.
Thus, the correct the answer is 13.
