"All countries that have constitutions are not necessarily democratic. But all countries that are democratic will have constitutions." Explain.

It means that where ever the people participate in forming the government then there will be a sanctified document called as constitution to act as a guideline and the peoples's participation is a proof of democracy and we see through out the world where the democracy exists constitution acts as a guideline.But constitution even lies in those countries where there is a heredity rule or monarchy where people are not allowed to participate in the governance of the country ,there is no democracy though there is constitution.
