The correct option is A $24$
Clearly there will be $16$ columns of $4$ cube each formed after cutting the $4$ m cube into $1$ m cube.

There are $8$ cube in layer $1, 8$ cube in layer $2$ and $8$ cube in layer $3$ and $4$ cube in layer $4$ which has one sided painted.
Therefore, total is $4 + 8 + 8 + 8 = 24$ cubes

Hence, $24$ cubes have striped paper on exactly one face.
