Yes, I agree with the statement that 'all leaders are managers but all managers are not leader's because all leaders possess the quality of managers, but all managers do not possess the qualities inherent to leadership. The following arguments prove my point : (i) All leaders are followed by their subordinates but not all managers are. (ii) All leaders have the authority of willingness over their followers but not all managers do. (iii) All leaders are good at getting work done efficiently but not all managers are.
