In allyl chloride, chlorine is attached to $s p^{3}$ carbon atom.
In vinyl chloride, chlorine is attached to $s p^{2}$ carbon atom.
$s p^{2}$ carbon atom is more electronegative than $s p^{3}$ carbon atom.
