In general, primary alkyl halides react via a $S_{N} 2$ mechanism whereas tertiary alkyl halides react via $S_{N} 1$ mechanism. Since the compounds ( A ) are a tertiary alkyl halide, so it can follow a $S_{N} 1$ mechanism.
