In a group, electron gain enthalpy decreases while moving down. But here Cl has a higher electron gain enthalpy than F. It is because in F, the electron density is more and size is very small. So, addition of electron to F results in higher repulsion than addition of electon to Cl. Hence addition of electron to Cl release more energy compared to F.
