Li, Be, B and C belong to same period. Also, we know that along a period, the size of atoms decreases. So, carbon will be the smallest in size and lithium will be the largest. Now, from fajan's rule of polarization, smaller the size, more is the polarizing power, so more is the covalent character. Since, carbon has the smallest size, CCl4 will have maximum covalent character.
Moreover, higher the charge, greater is the covalent character.
