Let no of $₹100,50,20$ and $10$ notes be p, q, r, s respectively.

$\therefore s=5r$ __(1)

$r=4q$ __(2)

$q=3p$ __(3) given

Also, $100p+50q+20r+10s=3270$

$\Rightarrow 10p+5q+2r+5=327$

$\Rightarrow 10\left(\frac{3}{4}r\right)+5\left(\frac{r}{4}\right)+2r+5r=327$

$(\frac{30}{4}+\frac{5}{4}+7)=327$

$\left(\frac{35+28}{4}\right)r=327$

$r=\frac{327\times 4}{63}$

$=r=20.76$

$r=21notes$
