The modulation efficiency of an AM signal can be given as,

%η=PSBPtotal×100=μ22+μ2×100

Where, μ=modulation index
For a multi-tone modulation,
μ=μ21+μ22

For the given AM signal
μ1=0.5 and μ2=0.4

so μ2=μ21+μ22=(0.5)2+(0.4)2=0.41
