To determine the time that water comes to its boiling point:

iEnergy consumed by water in 8min at 250V:

EnergyE=V2tR

Voltage V=250V

Resistance =R

=250×250×8minR

iiEnergy consumed by water at 200~V:

E=V2tR

=200×200×tR

By law of conversation of energy i=ii

[200×200×tR=250×250×8R]

t=250×250×8200×200

=12.5min

Hence, the time that water comes to its boiling point is 12.5min.
