Outermost shell / Valency shell: The last energy shell of the element is known as the outermost shell or valency shell.

Electronic configuration: This distribution of the electrons in the energy shells(K, L, M, N..) is known as electronic configuration.

The electronic configuration of the element is K = 2 , L = 8 , M = 5

Total No. of electrons in element = 15

Therefore M shell is the outermost shell and it has 5 valency electrons.
