The force which is responsible for the attraction between the balloon and the wall is the electrostatic force.
When we rub the balloon with a synthetic cloth, it gets charged.
When it is taken near the wall, charges of opposite nature are induced on the wall,
And these induced charges pull the balloon with a force that is electrostatic in nature.
Thus, the balloon is attracted to the wall.
