At t=0 capacitor is uncharged, so the simplified circuit is shown in figure.
Equivalent resistance for this circuit is Req=2R×R2R+R=2R3
Let, P0=V20R
Pconsume=V20Req=V202R3=3P02
After a long time interval, simplified circuit is shown in figure
Req=2R
Pconsume=V202R=P02
Since current is decreasing in B1 with time so brightness will also decrease.
Initially B1 is brighter than B2 but later B2 will be brighter .
