R=2.5MΩ
Condition,
VC=3VR
VC=3(VVC)=3V3VC
4VC=3V

The voltage across capacitor in RC circuit is given by
VC=V(1et/RC)
3V4=V(1et/RC)
34=1et/RC
et/RC=134=14
Take log both side,
t/RC=ln(1/4)=ln(1)ln(4)
t/RC=0ln(2)2=2ln2

t=2×2.5×106×4×106×0.693
t=13.86sec
