Oxygen levels remain constant in the atmosphere but at higher altitudes, there is lesser oxygen available for consumption due to the lower atmospheric pressure. So mountain animals have adapted by containing more red blood cells. We know that blood cells help in the transport of oxygen from the lungs to the body tissues. So having more RBC would help the animal transport more oxygen from the lungs to all the body tissues. This, in turn, would help the animal breathe better even at higher altitudes.
