Let winner get x votes, then looser get x60

According to the question,

x×2003×1100=x60
200x=300x18000
100x=18000
x=180

Hence winner get 180 votes

Looser get, 18060=120 votes

Total votes=180+120=300
Winner get 180300×100=60% votes.
