Let winner get $x$ votes, then looser get $x-60$

According to the question,

$x\times \frac{200}{3}\times \frac{1}{100}=x-60$

$200x=300x-18000$
$-100x=-18000$
$x=180$

Hence winner get $180$ votes

Looser get, $180-60=120$ votes

Total votes$=180+120=300$

Winner get $\frac{180}{300}\times 100=60\%$ votes.
