If the nuclear mass is changed, there is no effect on the valence electrons.

But if we change the principal quantum number (n), it affects the average distance of valence electrons from the nucleus, therefore affecting the atomic radius, electro negativity, ionization energy etc.

Same is the case with nuclear charge (Z), If the nuclear charge is increased, there will be more attraction between the nucleus and the valence electrons and it will affect electronegativity, ionization energy etc.

The number of core electrons affects the effective nuclear charge because the core electrons shield the valence electrons. Therefore, the number of core electrons will also affect the valence electrons.
