The correct option is C supplementary
Tangent is perpendicular to the radius at the point of contact.
Therefore OAP=OBP=90

We know that sum of all the four angles of a quadrilateral is 360.
So in quadrilateral AOBP,
OAP+AOB+OBP+APB=360


90+AOB+90+APB=360

AOB+APB=180

Therefore AOB and APB are always supplementary.

So, option B is the answer.
