Are laws of reflection not followed in diffused reflection

diffused reflection does not mean the failure of Laws of Reflection because at every step laws of reflection are followed. Moreover, in diffused reflection we observe that there are no parallel rays reflected through the surface and these non-parallel rays are formed due to the laws of reflection.
