Sponges
Sponges, though multicellular, are different from other metazoans because they have no nervous system and therefore no coordination between cells exists. The cells do not show tissue level organization and function quite independently viz., obtaining food, water and other essential substances and throwing unwanted substances out of each cell through the pores on their outer walls.
Protozoans are single-celled organisms and therefore there is no co-ordination required.
Annelids like earthworms, etc. have a segmented body and each segment have cells specialized for control and co-ordination.
Cnidarians like hydra also do not have a brain but do have integrative areas of neural tissue that could be considered some form of centralization.
