Are sea waves completely transverse waves?

A transverse waves is the wave which possess it's oscillations perpendicular to the flow of waves(energy). An ocean wave is said to be as a transverse because of its nature like the transverse wave, the ocean wave travels in horizontal direction while the oscillations of the waves are perpendicular to it's direction of propogation viz. vertical.
