The leap year can be evenly divided by 4; If the year can be evenly divided by 100, it is NOT a leap year, unless; The year is also evenly divisible by 400. Then it is a leap year.

Both 900 and 1000 are divisible by 4 and 100 respectively.

But to make sure that they are leap years or not, we have to make sure that they are divisible by 400 as well. 900 and 1000 are not divisible by 400 so they are not leap years.
