Given $b=\frac{2}{5}l$

area of square is $64sq.m$

area of square is $4sq.m$ more than $\frac{2}{3}$ of the rectangle

area of rectangle is $\frac{3}{2}\times (64-4)=90$

$⟹l\times \frac{2}{5}l=90⟹l=15m⟹b=6m$
