Solution

Water potential is the measure of the kinetic energy of water present in a system. Pure water has highest water potential which is zero. Soil has the highest concentration of water followed by the roots. So, soil has the highest water potential. The stem is the next part of the plant which has higher water potential followed by the leaves. Atmosphere has the least water potential.
